William Milbourne III is a humble man, driven by a purpose and calling to serve. He has dedicated his life to serving God, his family, his country, and now his local community. Leadership is not a position to William, it is a gift and a privilege.
William was born outside of Fort Dix, New Jersey. From the start, he learned the importance of service through the examples of his father and grandfather. These men honorably served this country in the U.S. Army. As a child, growing up in outside of Aberdeen, Maryland he learned the true foundations of character through his love for the Bible at an early age. He unapologetically declares his life is nothing short of a testimony of God’s grace and favor. William is a man of faith who served in various leadership roles in ministry throughout his life.
As a high school student, William enlisted into the delayed entry program for the U.S. Army and began his personal journey of service. He spent almost a decade of his life as a soldier. Fortunately, Fort Bragg was his duty station for the majority ofhis enlistment, with one tour to Korea. As he climbed the ranks, he learned how to first follow, then how to lead. William realized his leadership style was a servant leader. As a non-commissioned officer, he learned that leadership came with great responsibility. He believes true leaders must lead by example.
William’s first priority is his family. He believes charity and service start at home. William continued to cultivate his leadership skills as a husband and father. These are truly the two roles he is honored by the most. He and his wife, Clarice, have been married for sixteen years. They have a blended family with four sons and four daughters ranging from ages 10 through 27. Four of their children are young adults (one in the Air Force, one in accounting, two children in college), and four are homeschooled.
Fayetteville has been home to William for over two decades. Since arriving in Fayetteville, he has thrived in multiple capacities to serve the local community. He has experience in entrepreneurship, real estate investing, general contracting, retail sales and services, and trading stocks. Wherever you look in his life’s journey, you will find him serving in some capacity.
As a servant leader, William believes in order to effectively lead, you must first know the needs of the people following. He believes in serving along side the people. He leads from his heart, with integrity, honor, and a keen sense of selfless service. William believes his purpose is calling him to service in a greater capacity within the Fayetteville community. His innovative thinking and unconventional problem-solving skills make him a great candidate for city council. As an invested member of this community, William is driven to build relationships between the people and the governing bodies. More than claiming an office, William is most concerned with making a positive impact in this community.

The more transparent The City of Fayetteville becomes, the more it will produce trust, honesty, and integrity in City leadership. My plan is simple, compel people to Pay Attention!
I will work to persuade council of the importance of educating the public of how government officials should be handling themselves and the people's business so they can know the standard and hold us accountable. Law and Code enforcement rules and requirements, board meeting minutes, council meeting minutes, financial documents, budgets, and annual reports are mostly accessible by the public, but most don't know how to search for it.
The City of Fayetteville has a great website which can be modified to include more information to be available publicly. If it's good for the city, it should be good to be made public!
I envision a Fayetteville with a council of leaders with integrity, walking lights and role models for other city leaders. Integrity is inherently connected with trust. When citizens feel that their government officials are working hard to earn their trust, it builds confidence in the public's view of the government. If Fayetteville would be proactive in transparency, it would speak volumes to our citizens, and we wouldn't have protest outside of City Hall. "Your Vote Matters"
It is your duty as a citizen to replace any elected official who is not willing to do whatever is necessary to lead with integrity and not willing to initiate processes to provide the information that matters most to citizens.
If elected, creating a culture of transparency and accountability amongst city leaders is at the core of my agenda.

Someone told me, whoever is at the table impacts the outcome.
So, in that case, I believe we all need to be at the table. When all people of all ages, backgrounds, abilities, and income levels are influencing decisions affecting their experience in Fayetteville we are at our best!
I believe all people have equal opportunity by practicing equal access at all levels of government and committees. If I'm elected Fayetteville City Council, I believe I can foster an environment that builds inclusivity from the top down to ensure that even the least represented and vulnerable voices are actively being sought, invited, and heard.
Being transparent during the process and providing as much information to the public as possible will afford citizens the opportunity to read up on and think about the decisions made on their behalf: and let them continue to provide valuable feedback.
As a Council Member I will continually be looking at how to improve the quality of life of the citizens of Fayetteville. As a leader, I realize I won't, and often don't have all the answers; but my experience in leadership has taught me the best decision-making is a result of multiple perspectives, including the perspectives of those I serve. In the multitude of counsel there is safety.
I believe in and value two-way communication because it acknowledges we are a team and demonstrates council and City leaders are listening and responding to the community's needs.

We cannot have a culture of transparency and accountability if people are not first inspired to want to be involved and know how and where to get involved. It is my belief Fayetteville City Council members, and the rest of the government is here to serve and support its residents.
My vision is to make the menu of offerings easy to review and access. When there are questions, concerns or ideas we want our people to find it easy to get answers, results, and empowerment to build on ideas that improve the process.
If elected, I will encourage City Council members to build better platforms to push information flow to citizens. The city has a very informative website however the average citizen is not navigating it. People want to understand if our city is organized, leadership capable of executing a strategy together, managing our resources properly while being fiscally responsible? We need to get on the bull horn and show them we are!
Here are a few ways we improve transparency in Fayetteville.
UPDATED AND PROMOTE CITY WEBSITES- Citizens need to see that we are making a concerted effort to put the information they want to see in a natural and easily accessible area of the web. I will push to improve our website to reflect more of the great things we are accomplishing in Fayetteville in a timelier manner. If it's going on, make it known!
SOCIAL MEDIA- transparency and engagement are intertwined through social media. In other words, social media platforms allow citizens to both hear City Officials and make their voices heard. If elected, I plan to use social media as a tool to educate, inspire and empower our citizens to get involved.
OPEN FORUMS- Some citizens prefer to be involved in a more hands-on manner. For these individuals, it’s critical to hold public forums or town hall meetings to bridge the gap. These meetings should be heavily promoted on various websites and social media ect and offer a review of our cities strategic “big picture” and key initiatives, as well as a candid look at shortfalls Fayetteville is experiencing. We should encourage citizens to come to meetings with a Problem/Solution mindset.
In a community every member has a position, and every position is important. As an elected official, I feel people elect and entrust me to represent them and while representing them keep them informed. If elected, William Milbourne III will keep you up to date on what is going on in your city.
